Bug Fixes in Networking Tools

Ivan Vasic committed changes in /trunk/extragear/network/ktorrent:

- Fixed seeding queue. When torrent reaches maxShareRatio - it'll start the next one.
- Fixed tracker to work if there are whitespaces in URL.- StartAll/StopAll now affects currently visible panel only (or starts/stops ALL torrents if neither download nor upload tab are not current).
