David Faure committed changes in /trunk/KDE/kdebase/runtime:

Enable compilation of kioclient
Also compile it as "kde-open" (to be consistent with other desktop environments). In that mode the syntax becomes
kde-open 'url' ['mimetype']
which is equivalent to
kioclient exec 'url' ['mimetype']
