Bug Fixes in Networking Tools

Olivier Goffart committed changes in /branches/KDE/3.5/kdenetwork/kopete/protocols/msn:

Speed up the webcam rate.
Default to 25fps, configurable with an hidden entry in the config file. (which should be documented somewhere)
