Features in KDE Base

Change filesystem icon category to places, complies with icon name spec, compatible with gnome

change icon name categories to match directory names, with backwards compatibilty for KDE 3
mime -> mimetypes
device -> devices
app -> apps
filesys -> places
places -> places

add categories and emblems
