fixes
- add utf8x to the encoding list
- automatically add the ucs package if an utf encoding is choosen
- replace caption2 package by caption package

- add all babel supported languages
- add all fontenc supported encodings
- remove srcltx package because it is also deprecated
- add upgreek package
- remove unecessary defaults (only correct for user writing german or user creating dvis)

Most changes only apply to user how reload the default package list
