Features in KDE Base

Maks Orlovich committed changes in /trunk/KDE/kdelibs/khtml/imload:

- Majorly cleanup the GIF decoder, and make the animation somewhat work (no scaling, didn't figure out all the bg handling quirks yet)
- Properly repaint when switching frames
- Do not keep timers running pointlessly
