Optimization in KDE Base

Aaron J. Seigo committed changes in /trunk/KDE/kdebase/workspace/plasma/applets/pager:

* don't repaint on every single window update (e.g. typing in konsole)
* don't update more than once every 50ms either

result: a LOT of repaints saved
