Features in KDE Base

Andre Magalhaes committed changes in /trunk/KDE/kdebase/workspace/plasma/applets:

Improve clocks config dialogs.

Standardize strings (Eg. Show seconds in both clocks).
Improved layout.
Add the possibility to use local timezone on analog clock.
Other small improvements.
