Allen Winter committed changes in /trunk/KDE/kdelibs/kdecore:

Support tooltips in KConfigXT (.kcfg)
Reviewed on k-c-d.

No support for tooltips in Enum types, unforunately, because this would break BC. This should be done differently in KDE5.
