Features in Networking Tools

Roman Jarosz committed changes in /trunk/KDE/kdenetwork/kget:

Implement idle timer for Windows and MacOS.
Clean and improve the Linux/Unix idle timer code.

Most of the code was take from KVirc.
MacOS version wasn't tested so if anybody can test it please do.
