Features in KDE Base

Aaron J. Seigo committed changes in /trunk/KDE/kdebase/workspace/libs/plasma:

allow tips to autohide; having them just stay there forever and ever is an annoyance.
some tips need to be permanent to be useful though (e.g. on the clock) so introduced a way to make that happen.
needed to get this in before we go BC =)
