Implement splitter movement.

Added actions under "View > Split View" include:
- Move Splitter Left / Right / Up / Down
- no default shortcuts are set, as we do not have much free shortcuts anymore
- the function is moveSplitter(direction, repeats). repeats can be used by the vi mode impl.
