Bug Fixes in Educational

Barth Netterfield committed changes in /branches/work/kst/portto4/kst/src/libkstapp:

Make more of the settings code make sense.
Remove some dead things from the settings dialog.
Fix bug where entering and leaving a view item with a draw tool selected aborted the ability to draw.
