Optimization in KDE Base

Aaron J. Seigo committed changes in [kdeplasma-addons] /plasmaboard:

improve percieved (and some real) performance

* only have one FrameSvg object; let it cache frames
* drop the repaint timer to 50
* don't show the tooltip IMMEDIATELY, resolving that flickering when typing at a reasonable speed
