instantiate only 1 tooltip. ever.
provides a *huge* speedup. i knew it was a hack before, but now it's
done properly because i figured out how..
it has a bit of a size problem, because on ctor it takes the
paintedWidth it seems. so i need a way to specify that post-ctor
