Make DiagnosticDialog non-modal and changelog

DIGEST:Amarok gets a diagnostics dialog to easy bug reporting.

After seeing it implemented in Tomahawk we blatently copied it.
Patch provided by Andrzej Hunt implementing a Junior Job listed
on bugs.kde.org.
