Features in KDE Base

David Faure committed changes in [kdelibs/frameworks] /:

KSycoca now rebuilds the db by starting kded5 and calling 'recreate'.

This removes the dependency on KToolInvocation::klauncher() at compile time,
and on kdeinit/klauncher at runtime.
