Features in KDE Base

Sebastian Kügler committed changes in [kde-workspace/frameworks-scratch] /desktop:

Partly working desktop toolbox

We now have add widgets, configure, lock/unlock working. Lockscreen and
logout need a fix probably in the service bindings.
