Basic port of dbus helper for kfontinst

This subdirectory had been disabled during the port, leading to a
non-functional kfontinst KCM.
This patch enables the build and makes it successfully build. There's
some commented code and a hardcoded runtime path which I'll fix in
subsequent commits.
